Terms and Conditions for access to the Population Register – National Population Database (PR – National Population Database (NPD)) via the Internet

The terms and conditions for access to data in the PR – National Population Database are defined by the Civil Registration Act, the Personal Data Protection Act and Ordinance No. РД–02–20–9 of 21 May 2012 on the functioning of the Unified Civil Registration System.

The access to PR – National Population Database is carried out through a secure WEB server via the Internet.

To ensure access to the National Population Database it is necessary to do the following:

  1. Every computer, from which the user will access the Population Register — National Population Database, must be connected to INTERNET.
  2. Every employee who will work with the Population Register — National Population Database must hold a Qualified Electronic Signature Certificate issued with a legal entity holder.
  3. The certificate of qualified electronic signature must be recorded on a smart card.
  4. A check of the installed digital certificate shall be done.
  5. The relevant documents for access to the Population Register – National Population Database to be signed (documents vary according to the institution that represents the particular user).

2. Every employee who will work with the Population Register — National Population Database must hold a Qualified Electronic Signature Certificate issued with a legal entity holder.

The certificate for qualified electronic signature to contain the PIN of the person who will have access to the Population Register – National Population Database.

3. The certificate of qualified electronic signature must be recorded on a smart card.

If a smart card is used, each computer, from which the Population Register – National Population Database will be accessed, must have a smart card reader installed.

You can purchase a smart card and reader from the issuer of your digital certificate.

4. Check the installed digital certificate.

For each user who will work with the Population Register – National Population Database, after the issuance of the digital certificate and its installation on the computer, which will access the Register of Population – National Population Database, is required:

If one or more digital certificates are installed on the computer, a list will appear from which you must select the user's certificate and click the "OK" button.

A window appears in which you must enter the PIN code to access the selected certificate.

If the certificate is valid and is described for access to the Population Register – National Population Database, the page for entering a username and password for working with the Register of Population – National Population Database will be displayed.

If the certificate is valid but not described for access to the Population Register – National Population Database, the following message will be displayed:

“Your certificate has already been registered! Your data will be verified. If you meet the terms and conditions for access to the Population Register – National Population Database, you will be admitted to the system. "

This means that the data from the digital certificate are accepted and will be registered in the CRAS system in case the user has fulfilled the conditions described above for access to the Population Register – National Population Database.

If after the expiration of a period of 48 hours it is still not possible to access the Population Register – National Population Database, an e–mail can be sent, indicating the name of the organization (administration), the name of the user and Position. E-mail addresses are indicated in the section “In case of problems with NPD”.

In case of problems with the installation and use of digital certificates, questions should be referred to the relevant digital certificate provider (universal electronic signature).

5. The relevant documents for access to the Population Register – National Population Database should be signed (the documents are different according to the institution that represents the specific user).

5.1. Municipal administrations:

Access to the data in the electronic registers at national level of the officials from the municipal administrations is provided according to the Civil Registration Act, the Personal Data Protection Act and Ordinance No. РД–02–20–9 of 21 May 2012 on the functioning of the Unified System for civil registration (Chapter Six, Section III).

According to Article 106, paragraph 3 of the Civil Registration Act and Article 159 of Ordinance No. РД–02–20–9 of 21 May 2012 on the functioning of the Unified Civil Registration System, only officials from the municipal administrations, performing civil registration activities, have the right to free access to the data in the electronic registers at national level.

А a qualified certificate for qualified electronic signature must be issued to the official, determined with the right of access, in accordance with the Electronic Document and Electronic Certification Services Act, and in accordance with the provision of Article 160, paragraph 3 of Ordinance No. РД–02–20–9 of 21 May 2012 on the functioning of the Unified Civil Registration System.

The documents from the mayor of the municipality / region for granting access for officials, for termination of access for the official or for change of position or assigned activities of the official, which require change in the implementation of the granted access, shall be submitted to the CRAS territorial unit in the respective area for sending ex officio to DG CRAS at the Ministry of Regional Development and Public Works.

When granting access for official, the mayor of the municipality / region shall provide information about the official, determined with the right of access, by filling in an application form, according to Annex No. 16 (to Article 161, paragraph 1 of Ordinance No. РД–02 –20–9 of 21 May 2012). In connection with the updating of data, the application shall indicate the duties of the official and shall be accompanied by certified copies of the relevant orders. Upon termination of the access of an official, the mayor of the municipality / region shall immediately notify DG CRAS in writing, announcing the date and reason for termination of access. A certified copy of the order for termination of employment with the employee is not required. Before sending the written notification, the list of users in the National Population Database must be updated.

DG CRAS notifies the mayor of the municipality / region in writing of the granted or suspended access for the official.

5.2. Private enforcement agents:

Information on access conditions from private bailiffs can be obtained from the Chamber of Private Bailiffs.

5.3. Ensuring access to the National Population Database of the judiciary:

In connection with the adopted Ordinance No.14 of 18 November 2009 on the procedure and manner of granting access for the judicial authority to the National Population Database (NPDB) ” / upd. SG No. 94 of November 27, 2009 / the following organization will apply:

According to Article 7 of the Ordinance, the administrative heads of the judicial authorities shall provide to the Ministry of Regional Development and Public Works (MRDPW), in particular to the General Directorate “Civil Registration and Administrative Services”, data on the authorized employees under Article 5, paragraph 2, by filling in an application according to a sample, according to the appendix.

The application should be filled in and sent with a cover letter to the Ministry of Regional Development and Public Works, DG CRAS. The cover letter shall identify a contact person.

In connection with Article 5, paragraph 2 of ORDINANCE No. 14 OF NOVEMBER 18, 2009 ON THE ORDER AND MANNER OF GRANTING ACCESS FOR THE JUDICIAL AUTHORITIES TO THE POPULATION REGISTER – NATIONAL POPULATION DATABASE (amended and supplemented SG, No. 4 of 14 January 2020), together with the application under Article 7, paragraph 1 of the Ordinance, a copy of an order from the administrative head of the respective body of the judiciary should be provided to authorize the employees who will make inquiries in the PR – National Population Database.

Important:

The applications should be signed only by the administrative head of the respective body of the judiciary!

In cases when it is necessary to add new persons, a new Application should be prepared, which describes only the new persons who will access the Population Register – National Population Database.

In the cases of termination of employment or access to the Population Register – National Population Database of any of the employees, the Ministry of Regional Development and Public Works, DG CRAS should be notified in writing.

Following the fulfillment of the above conditions, DG CRAS undertakes to provide access to the judiciary, as the necessary information about the access – username and password, as well as the way of work will be communicated by DG CRAS.

5.4. Providing access to the National Population Database for Notaries:

In connection with the Ordinance for access for notaries to the National Population Database, adopted by CMD No.194 of 08.09.2010 / updated. SG No. 73 of September 17, 2010 / the following organization was established:

According to the Ordinance, the persons under Article 2, paragraph 1, who will access the data in the Population Register – National Population Database, should submit to the Chamber of Notaries:

  • a copy of the certificate for personal data controller issued by the Commission for Personal Data Protection (valid only for notaries);
  • Filled General Terms and Conditions for access to the Population Register – National Population Database.

The general conditions received in the Chamber of Notaries, as well as copies of a certificate for personal data controller should be sent with a cover letter from the Chamber of Notaries to the General Directorate "Civil Registration and Administrative Services" at the Ministry of Regional Development and Public Works together with a completed application form ( According to Article 6, paragraph 2 of the Ordinance).

The Notary Chamber promptly notifies DG CRAS at the Ministry of Regional Development and Public Works about the changes that have occurred in the persons who have access to the National Population Database.

Important:

The application form (according to Article 6, paragraph 2 of the Ordinance) should be signed only by the chairman of the Notary Chamber.

In cases when it is necessary to add new persons, a new Application should be prepared, which describes new Application , в което се описват only the new persons, who will access the Population Register – National Population Database.

Each new user of the Population Register – National Population Database fills in the General Terms and Conditions of Access.

In the cases of termination of employment or access to the Population Register – National Population Database of any of the employees, DG CRAS at the Ministry of Regional Development and Public Works should be notified in writing.

Renewal of the access to National Population Database via INTERNET

When you have signed documents to access the National Population Database and your digital certificate has expired, you need to:

Reset the digital certificate and install it on the computer from which the NPD is accessible.

In case of problems with the installation and use of digital certificates, questions should be referred to the relevant digital certificate provider (universal electronic signature).

In case of problems with access to the NPD, an e-mail can be sent indicating the name of the organisation (administration), the name of the user and the position. E-mail addresses are indicated in the section “In case of problems with NPD”.

In case of problems with access to National Population Database via INTERNET

For the attention of users holding a QES issued before 2018: Following an update of the Windows operating system as of 29.07.2020, the handling of these QES is not guaranteed. Please contact the relevant issuer.

If there is a problem with access to NPD, follow the following steps to identify the problem.

  1. Wait for some time and try to get the NPD again — most connectivity issues are of a temporary nature and after 10-15 minutes are fixed.
  2. Check if you have INTERNET connection.
  3. Check that the digital certificate is correctly installed on your computer and its date of expiry. How to check if a digital certificate is installed on the computer and for how long it is valid

  5. Make sure that you write correctly the address for access to the Population Register – National Population Database, your username and password.
  6. The address for access to the Population Register – National Population Database should not be placed as a home page in the browser.
  • Required Internet Explorer settings:
    1. In order to always receive the latest data from the Population Register – National Population Database, the following must be done: Select: Tools ==> Internet Options. Click the Settings button in the Browsing history section and select the Automatically option. Press OK on both screens.
    2. Deletes the screens and data you worked with from your computer's memory. The data from all the reports you work with is stored on the computer's disk. They must be deleted after finishing work. Solution to the problem: Select: Tools ==> Internet Options. In the field "Days to keep pages in history ", enter the number 0. Select Advanced. Click the box in front of the Empty Temporary Internet Files folder box when the browser is closed so that it is highlighted. Click OK.
    3. Reboot the computer.
    4. If the browser is Cyrillic:Select: "Инструменти" (Tools) ==> Опции за интернет (Internet options). Click the button "Настройки" ("Settings") in the section "История на търсенето" ("Search History") and select the option "Автоматично" ("Automatic") . Press OK on both screens.
    5. Select: "Инструменти" (Tools) ==> Опции за интернет (Internet options). In the field “Брой дни, за които ще се пазят страниците в хронологията” ("Number of days for which the pages in the history will be saved") enter the number 0. Select “Разширени” (Advanced). Click in the box in front of the field “Изпразвай папката с временни интернет файлове, когато браузърът се затваря ("Empty the temporary Internet files folder when the browser closes") so that it is highlighted. Click OK.
    6. Reboot the computer.
  • Always close the browser screens after you have finished working with the Population Register – National Population Database.
  • For convenience, you can save the address for access to the Population Register – National Population Database as follows: Open the Internet Explorer browser, type the access address and from the menu bar select Favorites ==> Add to Favorites… In the window (optionally) you can change the text in the Names field, then select Add.
  • If you do not have an INTERNET connection, contact your ISP or computer specialist who maintains your computers.
  • If your digital certificate does not pass the verification from item 4 (on the page CRAS digitial certificate test page) – contact the computer professional who maintains your computers or the company from which you purchased the digital certificate.
